Final gravity question

I was planning on kegging my Scottish today that's been in primary for 3 wks. However my program estimated an FG of 1.017 and I was only at 1.022. Made a more than adequate starter and it took off without a hitch, but I was still getting a bubble about every 2.5 minutes after 3 weeks. Fermented around 64 F. Any input?

Programs only calculate based on percentage of attenuation of the yeast selected. Within types of yeast there are ranges of attenuation. Further compounding the final attenuation answer is recipe formulation, boil length, mash temp, fermentation temp, and some minor other things. Only way to know for sure is to have multiple batches of this recipe with everything the same.
But, it's been 3 weeks. The beer is done fermenting. It's just out gassing the co2 in solution from fermentation. Crash cool and process that beer for filtering through the nearest liver.
