RO is supposed to leave behind less than 10%. Looks like your test confirmed it! I filled mine up yesterday too. Walmart again confirmed my hatred for them. Waited over 20 minutes at the gun counter for someone. Had two different people page someone and still no one showed up. I gave up.

I got the October 2012 report this morning for the Evansville plant:

Evansville will be doing the traditional disinfectant changeover to free chlorine scheduled to begin May 20 and run to approximately 1st or 2nd week of June. Carbon filter that water!

The Evansville Drinking Water Utility will be switching back to our usual chloramine disinfectant and off of the free chlorine on Wednesday, June 12, 2013. It may take a few days for the switch back to be completed throughout the entire city system but the change will begin on Wednesday.

ALERT! Pool smell here we come!
As of Friday, August 16, 2013 the water disinfection process used by the Evansville Drinking Water Plant will change to free chlorine for approximately a six week period. We plan to go back to chloramines September 25 but conditions may allow us to change sooner. You will be notified in the event that happens.

Evansville residents might notice temporary change in taste, smell of water

Beginning Aug. 19 and continuing until Sept. 25, the Evansville Water and Sewer Utility will temporarily change the disinfectant used in the water treatment process. EWSU will be using free chlorine rather than chloramines during this time period.

Some customers may notice a slight change in the taste or smell of their tap water. Free chlorine may have a bit of a chemical odor or smell slightly like water in a swimming pool. Each individual customer has his or her own sensitivity level to the taste and/or odor of free chlorine. Many detect no change at all. The mild chlorine taste and smell is normal and poses no health risk.

Evansville Water is planning to switch back to chloramine water disinfectant from free chlorine which began in August, beginning Monday, Sept 23 but you probably won’t see the change until Wednesday, the 25th. It will take a couple of days or so to make it through the city distribution system depending on the water usage rate in your area. Chris, does your contact have any info on the W. Virginia chemical spill that has moved through Ohio and is on it's way to Indiana via the Ohio River??? Crazy, from what I've read, Louisville is not shutting down their water intakes as it moves past.. :beer5
